[3dprinter-general] Bug#884709: cura: Require explicit consent to anonymous slicing statistics

Cura includes a remote data collection plugin called "SliceInfo" that,
according to its description, gathers and submits anonymous information about
what is being sliced and printed with the program. Along with printer and
material settings, a hash of the models being printed is sent to a server
operated by the developer, Ultimaker B.V.

On first run, an message box is displayed, informing the user of the data
collection and how this feature can be turned off.

For some users, this may not be sufficient. A direct link to the data
protection policy and possibly a button to disable data collection would be
preferable. Or alternatively, the feature could be made opt-in and the message
adapted accordingly.

The issue has been reported upstream and is currently being discussed with the
developers under bug #2810.
