   The bug was already reported for Ubuntu here ny Eric Williams:
   https://bugs.launchpad.net/ubuntu/+source/cluster-agents/+bug/751344
   (Cluster resource agents fail to run because of missing /var/run/resource-agents directory)

   A patch is also submitted there.

   * What led up to the situation?

   Setup an HA cluster between to DNS-servers node1 and node2.

   node2 uses tmpfs as /run => empty on reboot.

   * What exactly did you do (or not do) that was effective (or
     ineffective)?

   Tried a Failover by taking one heartbeat offline:
   node1# /etc/init.d/heartbeat stop

   * What was the outcome of this action?

   node2 did not take over the cluster IP, logfile contained error:

   ERROR: Return code 1 from /etc/ha.d/resource.d/IPaddr

   Running manually revealed the problem:
   /etc/ha.d/resource.d/IPaddr 192.168.1.250/24 start
   IPaddr[12318]: INFO: Using calculated nic for 192.168.1.250: eth0
   IPaddr[12318]: INFO: Using calculated netmask for 192.168.1.250: 255.255.255.0
   IPaddr[12318]: DEBUG: Using calculated broadcast for 192.168.1.250: 192.168.1.255
   touch: cannot touch `/var/run/resource-agents/IPaddr-eth0': No such file or directory

   * What outcome did you expect instead?

   A correct failover of the IP to node2.
