[Debian-handbook-translators] Publican, dblatex and friends need some help

I noted this commend from Raphael in another thread, and start a new one
to follow:

That is very unfortunate indeed.  Also, the dblatex[1], docbook-xsl[2]
and docbook5-xml[3] packages used by Publican to create the PDFs are
orphaned in Debian, which will also make the future for the handbook
project problematic.  Luckily upstream for dblatex and docbook-xsl is
still active and around.  No idea about upstream for docbook5-xml.

I checked out the Publican upstream home page according to the Debian
tracker[4] and found the contact email address and send them a message
asking for the new upstream source repository, as the old one is no
longer working.  I thought it might be a good idea to let them know
there is still interest in the project, in case that might improve the
situation.

As docbook is important infrastructure for documentation both in the
Free Software world and the rest of the world, I hope we as a community
can manage to keep the tools needed for it operational in Debian.
Unfortunately I do not have the capacity to take on that task on my own,
hence bringing the topic up here instead. :)
