This was caused by a broken edit as found here
https://hosted.weblate.org/translate/debian-handbook/05_packaging-system/zh_Hans/?checksum=6f6f936916dca83e#history
. It was from a new contributor and unfortunately all the contributions
from the user were regressions (
https://hosted.weblate.org/changes/?user=zhousy ). I have reverted
broken changes to make sure that XML grammar is correct.
