Here is the log file of dl10n-rrd.
There are only 2 packages with issues (atlas and tripwire) for debconf
translations.

The issue is a bit different from what I expected:

 * In the case of atlas, the issue is the NEW and OLD directories in
   debian/po.

 * In the case of the tripwire package, the issue is the NEW directory.

It might be easier to fix those. (remove the NEW and OLD directories).

Now my maths are OK:

French has today:
 * 9693 translated strings
 * 27 fuzzy strings
 * 38 untranslated strings
=> total: 9758

-40 for atlas (14+26)
-54 for tripwire

=> 9664

French did not translate:
bgoffice-dict-downloader => 3
sbnc                     => 12
pbuilder                 => 9

=> 9688

And the templates have also 9688 strings!
