Remove constraints unnecessary since buster (oldstable)

* gnumed-client: Replace dependency on transitional package kolourpaint4 with replacement kolourpaint (>= 4:18.04.0-1) in Suggests.
* gnumed-client: Replace dependency on transitional package pdftk with replacement pdftk-java in Recommends.
