AFAICT your last mail in the bug thread indicates that you ran the
tests as root so it isn't surprising they succeeded. Check if the file
mentioned by the submitter is present in the system/chroot where you
ran the tests, if it is then you have reproduced the issue, tests
shouldn't modify the system that way.

You also never CCed the submitter so they didn't get any of the mails
in the bug. I would suggest CCing them and asking them how to
reproduce it.

As mentioned by Andreas the solution is to use the same arguments to
the test suite in the autopkgtest as you do in the build-time test:

PYTHONPATH=$(CURDIR):$(PYTHONPATH) PYTHONWARNINGS=d python
csb/test/app.py --generated-resources /tmp

vs

PYTHONWARNINGS=d $python test/app.py 2>&1
