[Debian-med-packaging] Bug#871282: libinsighttoolkit4.10: requires rebuild against GCC 7 and symbols/shlibs bump

I was getting to that, first I had to check #871573. 

Well, before that I thought I had it uploaded after gcc-7 became the
default (I'm  quite positive that I built it with an older version of
gcc-7) and since the bug was filed against 4.10 I didn't check. 

For now insighttoolkit4 doesn't build anyway, and we'll have to wait
for upstream to fix #871573.
