Hi,

Whilst working on the Reproducible Builds effort [0] we noticed that
python-pairix could not be built reproducibly.

This is because whilst the generation of samples.tar.xz correctly uses
--mode, --owner, --group as well as --numeric-owner, it misses
--sort=name. It, therefore, inherits the underlying and
nondeterministic filesystem ordering.

A patch is attached that adds precisely this.
