[Debian-science-sagemath] ECL 16.1.3 update

Hello,

I'm not sure if anyone from here is following, but I have an updated
branch on https://trac.sagemath.org/ticket/22191 to get ECL 16.1.3
working on Sage.  This should work without any new, additional patches
to ECL; instead it just patches Sage a bit.

It works for me, but it would be good if someone else can try it out too.
