The SGML catalog for the XML catalog DTD uses the deprecated FPI:

"-//OASIS//DTD Entity Resolution XML Catalog V1.0//EN"

which would be OK if the catalog also had an entry for the "real" FPI:

"-//OASIS//DTD XML Catalogs V1.0//EN"

This setup makes it difficult to use Emacs to generate valid XML 
catalogs.
