Can you create a log of the whole configure/build process, and gzip and attach it? You should run 'make clean' first, or build from a new source directory.

This error "shouldn't happen" either, but it is possible that another -devel package is missing somewhere. (We don't do much testing on fresh installs of RHEL, I guess.)
