[Nut-upsuser] NUT and hyper-V

I am trying to get NUT to work with Hyper-V Server 2019 (free version of
Hyper-V, basically Server 2019 Core)

I have installed the NUT windows binary with no problems.  I have configured
NUT on the Hyper-V server as a slave.
Windows NUT Service starts up okay.  I am trying to use upsc.exe from the
commandline to check the status of the master UPS.
At first I got some missing DLL errors.  I fixed this by copying open SSL
dlls to the windows folder.
Now when I try to run upsc.exe I just get an error :

The application was unable to start correctly (0xc000007b)

Windows event log didn't show anything more.
