after booting with the plugged in webcam please send the output of:

$ grep snd-usb-audio /etc/modprobe.d
and
$ cat /proc/asound/cards

We have prevent snd-usb-audio to be the first siundcard as of
alsa-base 1.0.23+dfsg-1. I guess your webcam is an usb one?

Else please read /usr/share/doc/alsa-base/README.Debian.gz to get an
idea how to set the order of activating soundcards.
