I think, there is no conflict, we only incorrectly understand, what was
mean in this rule. We miss, that testing (and backports) can be changed
by some reason even now, when testing in freeze. We consider, that
there is no difference for resulting packages between building them
from squeeze-only and building them with backports deps, but Luca
correctly say in his previous message about this difference.
