I've locally rebuild the current state of the migrate-files branch and
looked at the dependencies of the packages and found this one in
bacula-bscan:

(>= 1:1.1.4)

Note the additional unversioned dependency on bacula-common-pgsql, which
comes from misc:Depends. But even with DH_VERBOSE set, I can't see why
this gets added.
