A funny thing: if I leave LIBDIR as is, but change DESTDIR instead:

ifndef DESTDIR
    DESTDIR := /usr/bacula
endif

I get packages correct and as if I didn't change anything. :)
They land at default locations.

This makes me suspect something is either hard-coded in src, or
re-defined somewhere further down the line.

I will give it a look.
