it's purpose is different from cryptsetup. Veritysetup is for
crytographic integrity checking of devices. Milan Broz, the cryptsetup
upstream author suggested to package veritysetup as seperate package.

I understand the argument that a seperate package might be overkill for
a small binary like veritysetup. If you feel strongly about it, I'll
happily integrate vertiysetup into cryptsetup-bin.
