For the record:

I just talked to upstream about this.  He does not plan to transition to
GTK 3.  Instead, the future direction for pcb-rnd will be to transition
to SDL, with the existing associated choice of software rendering or
OpenGL.  He anticipates SDL will be the default interface before Debian
is prepared to eliminate GTK 2.
