mkdocs upstream used to depend on mkdocs-bootstrap, but that is no
longer the case.

/usr/share/mkdocs/themes/mkdocs_bootstrap is provided by
mkdocs-bootstrap. You need a Build-Depends: on mkdocs-bootstrap
