I put this in /etc/apt/preferences

Package: libopendmarc2
Pin: version 1.3.*
Pin-Priority: 1001

Package: libopendmarc-dev
Pin: version 1.3.*
Pin-Priority: 1001

And with some messing around to uninstall the offending packages and get 
the above versions installed, I managed to compile a 
exim4-daemon-custom_4.94.2-7_amd64.deb package with dmarc support.

But this is not viable on a long term basis, we have many servers to 
support and there will be security and other updates to deal with going 
forward. So I am looking forward for this to getting resolved somewhere 
upstream.
