Unversioned Conflicts+Replaces should do the job for now.

I don't think anyone should investigate alternatives (or even
diversions) to make the packages co-installable. I'd rather turn
amd-clinfo into a transitional package to pull the free one (that will
require switching to versioned Breaks+Replaces in clinfo).
