Bug#558759: springlobby: Do not assume build machines have a lot of memory

debian/rules says

export DEB_BUILD_OPTIONS=parallel=8

That's definitely not the correct way. Machines don't necessarily have
memory for 8 parallel c++ compilations (!), that's why this is an
environment variable, to let the user decide when it is advisable to use
parallel build.
