Bug#1066100: freeciv: new cities unmanageable in a long game

Dear Maintainer,

in a long game with a huge map, I hit a weird bug. 
New cities are unmanageable, i.e. I cannot:
- change their production
- set them as "home" for any unit
- add settlers to them
etc.

I will send a saved game that shows this in an additional subsequent message to this bug report.
