I don't recall seeing a request for a massive bug-filing on the
debian-devel mailing list. Furthermore, the Debian BTS is the wrong
place to submit patches for upstream translations. You should contact
the upstream GNOME German translation team instead.

Furthermore, your patches don't apply cleanly and need to be applied by
hand.
