Bug#459651: metacity: Would like some way to make "maximize vertically" appear in menu

metacity internally supports a "maximize vertically" action, and
supports binding a key to it.  However, it does not show this action
in the window menu.  I would like some way to make it show up there.
I can live with a hidden preference, though I'd prefer one exposed via
the metacity configuration UI.
