They are not missing after all, they are playing hide and seek. I found those menus after clicking here and there at random!! They were hidden in that little "gtranslator" menu which comes out of nowhere and, for some reason, takes up a whole line between the title and the other menus. What a waste of valuable space, especially on a wide 
screen! Please note that I am using the "Gnome classic" interface, after a fair but frustrating trial of Unity.

From a usability standpoint, I would still call this a bug. People who are just translators like to find their tools at the usual place. That saves time. At least they expect to find the Help menu without looking for it,and they also expect it to be up to date, which isn't the case right now. (See for example the first screenshot in the "Basic Use" section.)  I do hope these minor points will be taken care of in the final release of Wheezy.  ;-)
