I question the severity you have assigned to this issue. As I assume
you're aware, by marking the bug as "serious, version 3.32.0-1", you
will prevent newer versions from reaching Testing once we finally
start pushing GNOME 3.32 stuff to Unstable. I question if there is
anywhere in policy that says a package has to build twice in a row.
That's obviously not needed for the official buildds. And I question
whether this issue is new in 3.32.

I suggest we downgrade this issue to "important". I recommend that you
also report this issue to GNOME.

I have ported gnome-user-docs to meson a good while ago, but it hasn't
been accepted yet because the GNOME doc websites don't handle cmake &
meson modules well yet. There's a good chance switching to meson would
fix this issue.
