Bug#939935: stopped responding to play/next/previous keys; evtest and Keyboard Settings see them

Dear Maintainer,

I have a Debian/buster install that was a fresh install when buster
was in release freeze.  It is a regular GNOME install with minimal
customization.  The media keys all worked out-of-box.  Recently,
previous/play/next stopped working with Rhythmbox.  Everything else
seems to work the same.

Going to GNOME Keyboard Settings shows that the Shortcuts are set
appropriately there, and that panel also properly detects the keys.

evtest gets the events fine:
