On testing, I managed to solve this problem by simply<br>
     # apt install fuse3<br>
<br>
Which remove fuse. You can proceed with a normal<br>
     #apt upgrade<br>
after.<br>
<br>
Perhaps an explicit dependency is missing somewhere? Or some other <br>
package is awaiting migration.<br></div>
