Not a new install, this machine has been running Debian Testing for
a long time. Not sure when exactly the problem showed up, the
keyboard layout tool certainly worked at one point.

Not that I know of, though it was so long ago that I couldn't
possibly say for certain. But as I said, the keyboard layout tool
certainly worked in the past on this computer.
