[Pkg-gnupg-maint] Bug#500718: gnupg: symmetric option not compatible with output option

In working with gpg-zip, I found that it was impossible to build a
symmetric cipher encrypted archive because GPG required a recipient.
The trouble appears to be that GPG requires a recipient when output
option is used.

  # gpg --symmetric foo.txt

This version works fine.  I enter the passphrase and the file is
encrypted.

  # gpg --symmetric --output foo.encrupted foo.txt

This version requires a recipient.  After I enter the passphrase, it
asks for a recipient and will bail-out if I don't give it one with a
valid key.

gpg-zip could probably be rewritten to avoid the switch, but that
would be cumbersome.
