[Pkg-gnupg-maint] Bug#703062: please add udev rules for cardman 4040

Dear Maintainer,

the Omnikey CardMan 4040 is a nice PCMCIA smart card reader supported by gpg. 
It would work out of the box *if* only normal users had read/write permission 
on /dev/cmx0.

So please add an udev rule like

  ACTION=="add", SUBSYSTEM=="cardman_4040", GROUP="plugdev", MODE="0660"

to the ruleset shipped with gnupg.

There are several howtos out in the net telling to explicitly add these lines 
manually if the reader should be used, so having it there by default would 
greatly increase the usefulness of gnupg in Debian for the people using this 
widely used card reader.
