[Pkg-gnupg-maint] packaging GnuPG 2.1 beta in experimental

Hi debian GnuPG folks--

In the gnupg2 git repository, there is a branch (named "experimental")
for packaging 2.1 with the intent of moving it into experimental

But Eric Dorland and Kurt Roeckx and Niibe Yutaka and i had some testing
and a conversation here at debconf that make us think it isn't ready for
upload to experimental yet; we'll report those bugs upstream soon and
i'll try to point to them from the list.

One of the issues (the integration of dirmngr) was already raised here
-- hopefully we can get Peter's thoughts on the best way to move forward.

But the more serious concerns have to do with migration and upgrade paths:

 * serious incompatibilities with an older agent and a newer gpg
(missing detection and error handling at least)

 * transformation/reuse of .gnupg/pubring.gpg into the keybox format,
which creates trouble when trying to use gpg v1.4 or v2.0 after having
used v2.1.

If anyone has any experience or ideas with these (or other problems),
i'd be happy to hear suggestions.
