[Pkg-gnupg-maint] Bug#760392: gnupg refuses to import keys from keyserver by subkey keyid

if i try to import a key from a keyserver by the fingerprint or key ID
of its subkey, gpg currently fails to import the key with the
following error message:

gpg: key 0xCCD2ED94D21739E9: rejected by import filter

This has been fixed upstream in git after 1.4.18, but is not in any
released version of the 1.4 branch of gnupg yet.
