[Pkg-gnupg-maint] Inviting Werner to DebConf 15

Folks,

The DebConf team has released guidelines for inviting external
speakers here:
https://wiki.debconf.org/wiki/Teams/Content/InvitingSpeakers. We had a
brief discussion and some outreach to Werner about coming to speak at
DebConf. Should we apply to make it official?
