gpg-agent(1) says:

       --debug-quick-random
            ...
              This option is only effective when given on the command line.

I want to specify this option for all gpg-agent invocations in the
dgit test suite.  But I have to jump through hoops to do so: I end up
putting a stunt gpg program on the PATH so that I can pass
--agent-program.
