[pkg-gnupg-maint] moving pgpdump into Debian GnuPG packaging team

hey all--

After coordinating with Jose Luis Rivas (ghostbar, cc'ed here), i'm
moving pgpdump over to the GnuPG packaging team.  It's a pretty useful
tool when debugging OpenPGP data, and having a more recent version in
debian unstable will be helpful for potential future GnuPG test suites
and integration verification.

The packaging is now on salsa:

    https://salsa.debian.org/debian/pgpdump.git

And i've just uploaded 0.33-1 to sid, after having pushed outstanding
changes to upstream to be included in a future release.  Feel free to
jump in and improve it if you get a chance!
