[pkg-gnupg-maint] Bug#902316: gnupg failing completely in dgit autopkgtests [and 1 more messages]

I attempted to work around this problem by explicitly starting and
stopping the gpg-agent.  This has dramatically reduced the failure
probability.

Now we have a log where gpg-agent claims
  gpg-agent: a gpg-agent is already running - not starting a new one
even though there clearly cannot be a gpg-agent running since the only
relevant gpg-agent was shut down previously.  There are no timestamps
in the log, but in between there was a lot of stuff.

  zcat log.gz | nl -ba | grep -i agent | less -j20 +/'^ *11904'

FYI, attached is the diff, ie the output of
  git-diff dgit/dgit/sid..dgit/dgit/experimental tests
in dgit.

I am going to try even more ridiculous workarounds.
