Thanks for the feedback.

As is often the case, the right fix comes from the bug report asking for
improvements in the toolchain:

    https://bugs.debian.org/930689

I'll probably put --fix-missing back in soon, and consider adding a
versioned dependency on debhelper to ensure that backports don't break.
