[pkg-gnupg-maint] A merge request to libgpg-error

I joined this mailing list.

For libgpg-error, I made a merge request today.

I'd like to work for the maintenance of libgpg-error in Debian, for the
long term.  Also, for libassuan.

If Eric and dkg agree, I'd like to add myself as a uploader for
libgpg-error and libassuan.  Then, let me do packaging for their newer
versions.  For a while, I will work with my own forks of those repos,
possibly sending merge request like one of today.

I think that there is no conflicts for Debian packaging of libgpg-error
(and libassuan).  If any, please let me know.
