[Pkg-gnutls-maint] success building gnutls 2.4.0-1 debian packages on arm, powerpc, and amd64

Definitely a buildd problem, it fails wghen installing the
build-dependencies. Also 2.3.15-1 which almost identical to 2.4.0
builds fine.

libcups2-dev is probably not installed on purpose there and it should
not be. I do not expect to have this happen on buildds for sid.
