Missing file libgnutls28-dev_3.6.7-4_amd64.deb

Hi there,

been having trouble installing `libgnutls28-dev` in debian-buster. Apt
throws the following error:

Err:1 http://deb.debian.org/debian buster/main amd64 libgnutls28-dev amd64

E: Failed to fetch
http://deb.debian.org/debian/pool/main/g/gnutls28/libgnutls28-dev_3.6.7-4_amd64.deb

I checked the repo at http://deb.debian.org/debian/pool/main/g/gnutls28/
and can't find the package there, instead there is a package
libgnutls28-dev_3.6.7-4+deb10u2.deb, but apt does not see this one, and
gdebi refuses to install it. I also noticed that related packages with
version _3.6.7-4+deb10u2 are older than those with version _3.6.7-4, so i
guess apt is completely right and there should be a file
libgnutls28-dev_3.6.7-4_amd64.deb that just happens to be missing.

Am i getting this right? Could someone check this out?
