Bug#1035385: grub-pc: /etc/default/grub GRUB_DISABLE_RECOVERY should be without quotes for consistency

In /etc/default/grub, all default values are unquoted, except for GRUB_DISABLE_RECOVERY. The quotes should be removed for consistency with the other defaults.
