Unfortunately the Haskell ecosystem is not ready yet for GHC 9.6.3. The
latest stable release of Stackage [1] uses 9.4.7.

In Debian, we are following the Stackage releases because it ensures
compatibility between the various Haskell packages.

Right now we are in the process of upgrading everything for GHC 9.4.6.
Once this finishes (and once we have a new Stackage release for GHC
9.6.3) we will update to it.
