the maintainers are already aware that every new major version of 
ghc needs a source upload of > 1k packages to make the libghc-*-doc
packages installable again so that the new ghc can migrate to testing
(this was point 3 in the email from Ilias).

I've failed binNMU'ed packages that did not yet have a source upload for 
9.4 since they will anyway need an upload, and then their rdeps would 
need binNMUs again.

IMHO > 100 RC bugs for these packages would not be helpful right now,
it will be easier to report remaining issues (if any) from excuses
when the maintainers have finished upgrading/uploading all packages.
