This issue makes Netbeans fail to build from source which is by Debian's
standards always an release critical bug. Netbeans will not be part of
Buster as long as the FTBFS has not been rectified. However the bug is
not in src:netbeans but in jaxb 2.3.0. The previous version worked
perfectly fine with Netbeans hence we can deduce your update introduced
the regression which made Netbeans FTBFS. The correct severity is
serious because this is a Policy violation.

For me it goes without saying now that I would take responsibility for
breaking another package and concentrate on fixing it. At least I would
not downplay the bug. We are not talking about some random test failure
here. Jaxb 2.3.0 did introduce a severe regression and it does not
matter if only its xjc Ant task is affected as long as the result is
that another package fails to build from source which was prior in
perfect shape. It should not be part of testing because of that reason.
