Bug#972064: Second problem: namespace permission denied

I should not have reported, that everything is ok after commenting out

ExecStartPre=+/usr/libexec/tomcat9/tomcat-update-policy.sh


There is no immediate error with

service tomcat9 start

any more, but the service still does not start (process not running) and

service tomcat9 status


shows:

systemd[1253]: tomcat9.service: Failed to set up mount namespacing: Permission denied
systemd[1253]: tomcat9.service: Failed at step NAMESPACE spawning /bin/sh: Permission denied
