Bug#998662: picocli: Please update to newer upstream version >= 4.6.1

Source: picocli
Version: 3.9.6-3
Severity: normal

I'd like to package some software that depends upon the picocli
API from 4.x onwards (specifically the latest upstream version
4.6.1, I haven't experimented to see whether I could get away
with earlier 4.x versions). 3.9.6 is too old for this software.
Please consider updating the Debian package.
