doctorj [1] has a low popcon, is dead upstream (the latest upstream
release is May of 2013, and the last commit was January of 2014 [2]),
and its functionality has (long) been supplanted by the linter that
comes with the JDK's built-in javadoc command.  For these reasons, I
don't think the package should be included in trixie.

This is a team-maintained package.  I proposed the RM one week ago [3].
